Governor John Corzine signed the measure into law on Dec. 17, making New Jersey the first state to ban executions since the Supreme Court reauthorized the death penalty in 1976.

Governor Jon S. Corzine, a Democrat, expressed that life in prison without parole offers more certainty in sentencing than death penalty sentences which come with years of appeals. He said, “This is an issue of conscience and the responsible administration of justice. He has said he will sign the bill within a week.
