The suspension of habeas corpus, the grab for excessive presidential power as commander-in-chief, spying on American citizens and chilling of dissent against war policy are not abuses of government power which are limited to post – 9/11 twenty-first century America. Throughout the history of the United States, the core values of civil liberties have been attacked in the climate of fear during time of war.   This lecture will place the current threat to the bill of rights in a historical perspective, taking us through the history of such abuses and the way in which brave citizens and, on occasion, the judiciary have sought to preserve constitutional freedoms.
